Prior to joining the Commission, Ms. Garcia served as an attorney-advisor for the Board of Veterans’ Appeals, the division of the United States Department of Veterans Affairs that is responsible for deciding appeals pertaining to the provision of benefits to veterans or their dependents or survivors. Prior to her work at the Board of Veterans’ Appeals, Ms. Garcia served as a law clerk to Magistrate Judges Kenia Seoane Lopez, Elizabeth Carroll Wingo (currently Associate Judge), Aida Melendez (retired), and Gretchen Rohr (former) of the Superior Court of the District of Columbia. Ms. Garcia currently teaches Legal Rhetoric as an adjunct professor at the Washington College of Law.

Prior to attending law school, Ms. Garcia worked for a residential interior design firm with a high-profile client base, where as the office manager, she had an active role in developing budgets for complex, multi-phase projects, and in managing the firm’s operational budget.
