Almo J. Carter

Almo J. Carter is a civil rights attorney specializing in post-conviction advocacy and re-entry legal services at the Public Defender Service for the District of Columbia (PDS). In this capacity, Ms. Carter handles institutional matters that arise from conditions of confinement and provides legal services in support of successful community reintegration for justice-involved persons. Representation is also provided to individuals in the community with an arrest, charge, or conviction for a D.C. Code offense(s). Ms. Carter joined PDS in 1999, and she began her legal career in the Trial Division, where she served as trial counsel on behalf of indigent adults and youth charged with felony and misdemeanor offenses under the D.C. Code.

In service to others, Ms. Carter mentors young adults and regularly volunteers with community­based organizations and various ministries. She has held leadership posts, including a Mayoral appointment to serve as Chair, District of Columbia Interagency Coordinating Council-Part C under the Individuals with Disabilities Education Act (IDEA), and as President, Board of Directors for Our Place DC, a non-profit women's re-entry organization.

Prior to joining PDS, Ms. Carter served as a law clerk to the Honorable Zinora M. Mitchell­Rankin, District of Columbia Superior Court. During law school, Ms. Carter was a legal intern for the Honorable Emmet G. Sullivan, U.S. District Court for the District of Columbia, and the Honorable Glenda A. Hatchett, Fulton County Juvenile Court, Atlanta, GA.

Ms. Carter resides in Ward 5 with her son.
