Elbert Lindsey Maxwell II

E. Lindsey Maxwell II, Esq. is the Director of the District of Columbia Office of Labor Relations and Collective Bargaining.  Mayor Muriel Bowser appointed Mr. Maxwell to this cabinet position in January 2019. 

Mr. Maxwell began his professional career in Washington, DC at Beins, Axelrod & Kraft representing labor unions in contract negotiations, arbitrations, and litigation.  He later became a partner at the Perennial Law Group, where he represented the NBA Referees Association, the Major League Baseball Umpires Association and dozens of authors, musicians, television personalities and athletes.

He later became a partner at The Bailey Law Group, where he litigated several successful cases to verdict.  In 2011, he took over as the firm’s head of Middle East operations and spent the next three years advising the firm’s clients in Istanbul, Dubai, and Abu Dhabi.

In 2015, Mr. Maxwell took over as the Supervisory Attorney of the District of Columbia Public Employee Relations Board.  In this capacity, he managed the legal operations of the Agency and litigated all cases in DC courts where the Agency was a party.

Mr. Maxwell is a native of Upper Montclair, New Jersey, and he graduated from the University of Pittsburgh with a Bachelor of Arts in legal studies.  While at Pitt, he was a standout athlete on the nationally-ranked football and track teams.  Mr. Maxwell received his Juris Doctor degree from the University of Akron. 

Mr. Maxwell currently resides in Ward 6 with his wife, Dr. Letty E. Maxwell.
