Hon. Carl Ezekiel Ross

Hon. Carl Ezekiel Ross serves as an Associate Judge on the Superior Court of the District of Columbia. Before joining the court, Judge Ross served as senior investigative counsel to the United States House of Representatives Committee on Ethics, where he led investigations into matters involving criminal and civil allegations of fraud, sexual harassment, impermissible financial transactions, disclosure of classified information, and other matters.

Judge Ross also served as an Assistant United States Attorney (AUSA) in the Civil Division of the U.S. Attorney’s Office for the District of Columbia. During his tenure, he handled appellate matters before the United States Court of Appeals for the D.C. Circuit and trial court matters before the United States District Court for the District of Columbia. Before joining the United States Attorney’s Office, Judge Ross worked as a litigation associate with Arnold & Porter LLP, where he worked on appellate matters before the United States Court of Appeals for the Fourth Circuit and trial court matters in various jurisdictions, including large multi-district litigation.

Judge Ross earned his Bachelor of Arts degree from Oral Roberts University and his Juris Doctor from William & Mary School of Law, where he was an associate articles editor of the William & Mary Law Review, Chief Justice of the Moot Court Board, and recipient of the Lawrence W. I’Anson Award. After law school, Judge Ross clerked for the Honorable James R. Spencer on the United States District Court for the Eastern District of Virginia.
