Hon. Lisa M. Gregory

Hon. Lisa M. Gregory was appointed to the District of Columbia Rental Housing Commission (RHC) by Mayor Muriel Bowser. At the RHC, she conducts appellate hearings, reviews cases, and writes opinions. Judge Gregory has extensive knowledge of public procurement law and has published an article, “ Public Procurement Can Have a Soul – The U.S. and the E.U. Must Harmonize Public Procurement Laws to Attack Human Trafficking.”

Before her appointment to the RHC, Judge Gregory served as Chief of the Office of Civil Rights for the D.C. Department of Transportation (DDOT) for ten years. There she managed a staff of 11 civil rights professionals and provided oversight for eight federal and local civil rights programs, including the Disadvantaged Business Enterprise (DBE small business) Program, Americans with Disabilities Act, Title II, Title VI, and Title VII. As Chief, she was responsible for providing legal analysis and solutions to complex compliance issues affecting the agency.

Judge Gregory is a native Washingtonian. She served on the Henry C. Gregory, III Family Life Center Foundation board for twenty years. Judge Gregory received a Bachelor of Arts from Spelman College, a Juris Doctor from the George Washington University Law School, and a Master of Laws in Government Procurement from the George Washington University Law School. Following law school, Judge Gregory clerked for the Honorable Judge Robert S. Tignor on the D.C. Superior Court and the Honorable Alphonso Andrews on the Superior Court of the U.S. Virgin Islands.
