Hon. Vytas V. Vergeer

Hon. Vytas V. Vergeer has been an Administrative Law Judge at D.C. Office of Administrative Hearings since August 2014. In November 2019, Judge Vergeer was named Principal Administrative Law Judge for the Rental Housing and D.C. Public Schools jurisdictions. He has also heard cases in Public Benefits, Licensing and Enforcement, and Employment.

For 20 years, Judge Vergeer worked at Bread for the City, as a Staff Attorney (1994-1999), and then as Legal Clinic Director until 2014, with a 20-month respite to be the Director of Government Relations at the National Housing Law Project (2001-2002). At Bread, Judge Vergeer focused on low-income housing issues and public benefits law.

Judge Vergeer served six years as a member of the Steering Committee of REHLU Section of the D.C. Bar, two years as its Chair. He also served on the D.C. Bar’s Landlord/Tenant Implementation Committee, the Housing Conditions Docket Rules Committee, the D.C. Bar’s Pro Bono Committee, and the Limited Scope Representation Rules Committee. Judge Vergeer served two years on the Board of Directors for the Washington Council of Lawyers and two years on the D.C. Bar’s Board of Governors. He was an Adjunct Professor at the U.D.C. David A. Clarke School of Law for two years. Judge Vergeer received the Jerrold Scoutt prize in 2010 for his public interest career.

Judge Vergeer has an Honors B.A. in Philosophy from the University of Maryland and graduated from Catholic University’s law school in 1993. He had the honor of clerking for the Honorable John Ferren on the D.C. Court of Appeals in 1994.
