Hon. Paul B. Handy is a Principal Administrative Law Judge (PALJ) for the D.C. Office of Administrative Hearings (D.C. OAH), serving the office as PALJ in Unemployment Insurance. He has served as an ALJ for D.C. OAH since shortly after the agency was founding in 2004. He has been the PALJ for three of the four jurisdictional clusters and the Director of Training. Judge Handy served as an ALJ in Maryland for six years before that.
Judge Handy is a former Assistant Public Defender and sole practitioner with extensive criminal and civil law litigation experience. He has been named Attorney of the Year for two divisions of the Maryland Office of the Public Defender and was a Finalist for the 2011 Cafritz Awards for Outstanding Public Service to the D.C. Community. Judge Handy is also an award-winning playwright whose plays about social justice have been performed many times in theaters, bar association events, student scholarship fundraisers, and charitable events.
Judge Handy received his Bachelor of Arts degree from Rutgers University, with a double major in Labor Studies and Sociology. He received his Juris Doctor from the University of Baltimore School of Law.
