Sharon E. Goodie

Sharon E. Goodie is an Administrative Law Judge for the District of Columbia Office of Administrative Hearings (OAH). She was appointed in 2005. She was the Principal Administrative Law Judge of the Public Benefits and Shelter cluster in 2016. She hears matters involving Medicaid, TANF, Food Stamp and other public benefits, as well as homeless shelter, nursing home and mental health group home issues. She has previously heard cases involving licensing, property violations, rental housing, taxicab complaints, public school discipline, and unemployment compensation. 

Judge Goodie is a Commissioner on the District of Columbia Access to Justice Commission. She is currently working on projects to I) enhance the availability of written materials for pro se litigants through IT applications; and 2) to expand the OAH Pro Bono Panel to include public benefits and shelter litigants. 

Judge Goodie is a Program Director and Team Leader for the National Institute of Trial Advocacy (NITA). She teaches Trial Skills programs for practicing attorneys, and public service Trial Skills programs for legal service attorneys. 

Judge Goodie previously worked as a prosecutor for the District of Columbia Office of the Attorney General, handling juvenile delinquency ( criminal) and child abuse and neglect ( civil) cases. She has also worked at private litigation firms handling insurance coverage, medical malpractice, telecommunications and corporate compliance matters. 

Judge Goodie received her BA cum laude from Brandeis University, and received her JD from the Georgetown University Law Center. She clerked for the Honorable Harriett R. Taylor at the District of Columbia Superior Court.
