E. Lindsey Maxwell, Esq., serves as Director of the Office of Labor Relations and Collective Bargaining (OLRCB). While serving in that role, Mayor Bowser also appointed him to serve as the Interim Director of the Department of Human Resources from 2021 to 2023, giving Mr. Maxwell the rare distinction of being the first person to serve in the dual role as both the District’s chief personnel officer and chief labor counsel. He also serves on the Mayor’s A.I. Advisory Group and heads the District’s Pension Reform Committee and Labor Roundtable. Before his appointment at the OLRCB, Mr. Maxwell was the Supervisory Attorney for the District of Columbia Public Employee Relations Board.
Mr. Maxwell began his professional career as a bank examiner at the Federal Reserve Bank of Cleveland, where he was responsible for evaluating the financial health of banks throughout the Fed’s 4th District. He later served as a legislative aide in the New Jersey State Legislature before entering the private practice of law in Washington, D.C., at Beins, Axelrod & Kraft. While there, Mr. Maxwell represented several public sector unions in contract negotiations, arbitrations, and litigation. He later became a partner at the Perennial Law Group, a leader in sports management and representation. Mr. Maxwell was also a partner at The Bailey Law Group, a boutique firm focusing his practice on labor and employment litigation.
Mr. Maxwell serves on the Boards of several charities, including the Maxwell Family Foundation, a non-profit he founded in 2018 to provide scholarships to college freshman students. He earned his Bachelor of Arts degree from the University of Pittsburgh and his Juris Doctor from the University of Akron.
