Hon. Judith Emily Pipe was appointed a Magistrate Judge by Chief Judge Robert E. Morin in January of 2020. Judge Pipe currently serves in the Domestic Violence Division and Criminal Division on the Superior Court for the District of Columbia. In these Divisions, she presides over temporary civil protection orders, arraignments, and preliminary hearings.
Prior to her appointment, Judge Pipe was an attorney in the Trial Division of the Public Defender Service for the District of Columbia for twelve years. She served as both a staff attorney and supervisor representing hundreds of individuals charged with offenses ranging in seriousness from misdemeanors to homicides. Judge Pipe was sole or chief counsel in dozens of jury and bench trials in the Superior Court. She directly supervised and trained multiple attorneys in the trial division at the Public Defender Service and conducted numerous trainings for the defense community. Judge Pipe represented the Public Defender Service on the Superior Court Drug Intervention Program Steering Committee during a period of restructuring. Judge Pipe assisted the Committee in creating a Drug Court program that has earned national recognition.
Judge Pipe is a native Washingtonian. She graduated cum laude from American University with a major in Criminal Justice and Psychology. She received her Juris Doctor, magna cum laude, from The Catholic University of America Columbus School of Law.
