Niquelle M. Allen, Esq., currently serves as the Director of Open Government for the District of Columbia Board of Ethics and Government Accountability, where she leads enforcement of the Open Meetings Act and advises District agencies, public officials, and residents on the D.C. Freedom of Information Act. Since 2018, she has expanded the Office of Open Government, modernized its regulations, and issued over 70 advisory opinions resolving Open Meetings Act matters and addressing D.C. FOIA questions of law.

Before joining BEGA, Ms. Allen served as Senior Policy Advisor and Counsel in the Office of the Chief Technology Officer and as Interim Director of DC-Net, the District’s municipal fiber-optic network. Her work encompassed technology policy, privacy, cybersecurity, broadband infrastructure, and federal telecommunications regulation. She earlier served as an Assistant Attorney General for the District, litigating civil rights, employment, and tort matters in D.C. Superior Court and federal court and advising District regulatory agencies. 

Ms. Allen received her Bachelor of Arts degree from the University of North Carolina at Chapel Hill and her Juris Doctor from North Carolina Central University.
