Gregory Dolin, M.D., Esq., is a Senior Counsel in the Civil Rights Division of the United States Department of Justice (DOJ). In this role, he has authored briefs, memoranda, complaints, and other documents covering all matters within the Division’s purview.
Before joining the DOJ, Dr. Dolin worked as Senior Litigation Counsel with the New Civil Liberties Alliance, where he litigated cases raising complex administrative and constitutional law questions. He also served as an Associate Justice on the Supreme Court of the Republic of Palau (a former U.S. Trust Territory). In that capacity, he authored dozens of opinions on property, contract, criminal, and constitutional law. Further, Dr. Dolin served on the Maryland State Advisory Committee to the United States Commission on Civil Rights.
Dr. Dolin also serves as a Professor of Law at the University of Baltimore, where he has been on the faculty since 2011. He has taught Constitutional Law, Federal Courts, Property, Torts, Contracts, and various intellectual property courses. Dr. Dolin authored numerous articles and amicus briefs, and multiple scholars, litigants, and courts have cited his work. He also maintained a busy pro bono practice representing indigent litigants.
Dr. Dolin received his Bachelor of Arts from Johns Hopkins University, his Doctor of Medicine from the State University of New York at Stony Brook, his Master of Arts from the George Washington University, and his Juris Doctor from Georgetown University Law Center.
