JNC Amends Application Requirements for DC Superior Court Vacancies Due to COVID-19

On March 9, 2020, the District of Columbia Judicial Nomination Commission (“Commission”) issued a notice of a vacancy on the Superior Court of the District of Columbia (“Superior Court”), occurring as a result of the anticipated retirement of the Honorable Patricia A. Broderick. On April 7, 2020, the Commission issued a notice of vacancy in the office of Chief Judge of the Superior Court upon the retirement of the Honorable Robert E. Morin as Chief Judge of the Superior Court.

The Commission hereby provides notice of amendments to the application requirements for both vacancies as a result of COVID-19.  Application materials, including instructions, are available on the Commission’s website: https://jnc.dc.gov/.

A complete application package for both vacancies includes a PD Form 70 police clearance. The Metropolitan Police Department is continuing to process police clearances, but only by appointment. Applicants are encouraged to obtain the PD 70 police clearance; the phone number to make an appointment is 202-671-6705. Applicants who are unable to obtain the PD 70 police clearance should apply by the posted deadline and provide a written statement with their application package that explains their best efforts to comply with the requirement.

To alleviate the need to locate a notary public, applicants for both vacancies should submit the JNC Form 29 certification form in lieu of the JNC Form 26, which is available on the Commission’s website: https://jnc.dc.gov/.

Applicants for the office of Chief Judge are required to submit a medical certification form that is to be completed by the applicant’s primary health care provider. A new medical examination is not required; applicants’ health care providers may provide certification based on existing medical records.

All application materials for both vacancies may be submitted by hard copy, or they may be submitted online by using a secure portal available on the Commission’s website: https://jnc.dc.gov/.  Because the Commission’s office will primarily be operating remotely through at least May 15, 2020, electronic submission is highly encouraged to ensure that application materials are timely received. While the Commission’s staff will be able to confirm receipt of both paper and electronic application materials, electronic submission will facilitate its ability to promptly notify applicants of any materials that are missing or otherwise incomplete.

The deadline to apply for the vacancy created by the retirement of Judge Broderick is 12 p.m. on Monday, May 11, 2020, and the deadline to apply for the vacancy in the office of Chief Judge of the Superior Court is 12 p.m. on Friday, May 15, 2020.
